When health cabinet secretary Mutahi Kagwe made the announcement that the government had scrapped the need to wear face masks in public places, top managers at KEMSA were telling a stunned health sub-committee of parliament that it would dump at least Ksh. 1.5b worth of highly-priced Covid-19 PPE’S.

The managers told MPs among them Cheregani MP Joshua Kuttuny that a further batch of equipment and medicine worth millions had expired and would be destroyed. The revelations did little to clarify an earlier scandal in late 2020 when KEMSA was said to have made a staggering loss of Ksh.9 billion in an overpriced public tender gone bad.

The tender was linked to powerful figures in and out of government. A visibly disturbed President Kenyatta gave the DCI three months to investigate and furnish his office with a report. He vowed at the time to crack down hard on the cartels, assuring donors that his government would find and punish the culprits stealing public funds.

Two years later, only deafening silence from the statehouse tells the sad, disappointing reaction to the heavy loss of public funds to a powerful cartel that remains “untouchable”! Some top KEMSA managers have since been transferred and redeployed while others were sent on compulsory leave at a time DCI was still assembling evidence in the multi-billion shilling scam.
