The KEMSA Scam- DCI has yet to arrest anybody

The devastating KEMSA scam which rocked the country in August of 2020 involving the scandalous procurement of Covid-19 Personal Protective Gear (PPES) and for which President Uhuru Kenyatta ordered investigations and action taken within 21 days is now one year old, and nothing has happened so far, neither has anything happened to those who sold off PPEs donated by Chinese tycoon Jack Ma that was to be distributed to Kenyan medics as frontline warriors against Covid 19.

Despite the venom and fury over the loss of a staggering sum of Ksh.6B squandered on masks, gloves and protective overalls nothing has happened to the perpetrators of the scam. The chief architects of the scam are said to have bought high priced masks, gloves and gowns and sold them to a Tanzanian firm before buying them back at highly inflated prices.

Implicated KEMSA directors were grilled by parliament who ordered action but nothing happened. The board chairman and CEO have both been relocated to head other firms. President Kenyatta had in his periodic Covid 19 reviews last year ordered the Directorate of Criminal Investigations (DCI) to probe the KEMSA scam and report back within 21 days.

Former ODM leaning economist David Ndii, Katiba Watch John Githongo and former chief justice William Mutunga have all blamed the wider Kenyatta family for the KEMSA scam. They claim President Kenyatta’s sister, niece, and cousins were ‘deeply involved” in KEMSA tenders while the wife to ODM troubleshooter Junet Mohammed is also said to have benefited from the tenders

KEMSA directors were accused of sourcing for surgical masks at the un-believable price of Ksh.750 per item the same item now sells at Ksh. 5-10. KEMSA has been holding the high priced stock, unable to sell it and managers have conceded to a Ksh. 6 billion loss.

The president then appearing visibly disturbed had ordered DCI to work with DPP Noordin Haji to charge suspects within 21 days. But the 21 days have long since turned into a year. Attempts by The Weekly Vision and other media houses to establish any progress in the probe led to a dead-end of ‘file still open”

Online critics including former ODM leaning economist David Ndii, Katiba Watch John Githongo and former chief justice William Mutunga have all blamed the wider Kenyatta family for the KEMSA scam. The civil society mandarins claim Kenyans are “on their own” after the opposition went to bed with the divided ruling jubilee party saying wananchi should not expect anything to happen to the well-connected KEMSA suspects at least until Kenyatta tenure expires August 2022.

Ndii has accused the DCI of duping Kenyans with ‘high profile” arrests that “go nowhere” only used to buy time as the fire-spitting Githongo warned that the Kenyatta’s would face the wrath of Kenyans when out of power.

Githongo has urged Uhuru to learn from the now-jailed former South African president Jacob Zuma serving prison term over corruption charges. President Kenyatta has since drifted into ‘baffling silence” never raising the Kemsa issue during his nationwide speeches on the Covid 19 situation. On his part the DPP says he is still “awaiting the file” from DCI while the latter claims “investigations are still ongoing”

Lawyer Miguna Miguna claimed on his Twitter account that “despot Uhuru’ and his immediate family members were major players in the KEMSA scam and that Kinoti and Haji were “pawns” in the whole syndicate and would do nothing to KEMSA culprits despite “overwhelming evidence.”
