The ability of some Engineers angling for the post of DG at KeNHA questioned

Sections of the influential Institute of Engineers of Kenya (IEK) membership have questioned the suitability of some of their colleagues angling to become Director-General of Kenya National Highways Authority (KeNHA).

One engineer said the professional image of some of their colleagues is tainted by corruption, making them fabulously wealthy contrary to their earnings as an employee of KeNHA. This comes after some of their fellow professionals were recently separately hosted by KeNHA chairman Eng Wangai Ndirangu & the powerful outgoing DG Eng Peter Mundinia at a party held in Mombasa.

Pointing at Chapter 6 of the constitution on Ethics and Integrity, the members singled out the unbecoming of the chairman and his preferred protégé, currently a director in charge of Road Asset and Corridor Management. They now want the duo barred from practising and deregistered by the Engineers Board of Kenya (EBK).

NLC officials led by former chairman Mohammed Swazuri are battling corruption cases in court over the same. The Ksh11 billion phase one of Dongo Kundu was done by China Civil Engineering Construction Corporation (CCECC). The land compensation for phase one of Dongo Kundu was initially Ksh708 million only to later escalate under unexplainable circumstances to Ksh1.08 billion

Speaking in confidence to The Weekly Vision Online, the engineer singled out one of the front runners for the post of DG who is said to have grown immensely wealthy, running fat accounts in several banks in the country. A case example by the said professionals is the multibillion shilling Dongo Kundu bypasses in Mombasa County whereby the said engineer was allegedly paid hefty kickbacks by the Chinese contractor when he served as the head of special projects at KeNHA.

Once completed, the Dongo Kundu will connect the mainland to the South Coast via a bridge and a bypass across Muache Creek west of Mombasa Island. He is said to have conspired with the disgraced officials of the National Land Commission (NLC) to compensate ghost landowners and in other instances inflate the cost of genuine land.

Mr Swazuri is battling in court with other NLC officials over money irregularly paid as compensation during construction of Mombasa’s southern bypass and Kipevu New Highway Container Terminal link roads. The two are part of the Dongo Kundu project, officially known as the Mombasa Port Area Development Project (MPADP). He has been charged alongside former NLC CEO Tom Chavangi, former Commissioner Emma Muthoni, former Director of Finance Francis Karimi Mugo, lawyer Catherine Wanjiru among others.

If a genuine, unbiased and transparent lifestyle audit was to be conducted, the engineer told us, neither he, not his mentor Eng Wangai would pass the test. The two would be charged in court and their assets confiscated by Assets Recovery Authority (ARA), the Engineers told this writer. IEK is the professional umbrella body of all Engineers in Kenya while EBK is, by law, the government body mandated to register and license engineers to practice in Kenya.
