National Assembly Deputy Speaker, Moses Cheboi surprised Kenyans during a special seating of MP’s when he deferred a crucial vote in the process, saved the day for Deputy President William Ruto’s allied MPs who had vowed to shoot down constitutional amendments on Raila’s Azmio La Umoja proposed political coalition, this move seems to have angered President Uhuru Kenyatta and his handshake ally Raila Odinga.

It has since emerged that MP’s are poised for another bruising battle next Wednesday, December 29, when they re-convene to continue with the debate on the contentious Political Parties Amendment Bill 2020 that seeks to tighten regulation of political parties in the country.

MPs allied to Uhuru-Raila had earlier marshalled 117 MP’s and would have carried the day against DP Ruto’s 68. Everything appeared set to go in favour of the “handshake” team until Cheboi struck when an easy victory was denied as Mr Cheboi ruled that the motion “needed public participation” annoying ruling party MPs allied to Kenyatta and Raila Odinga’s ODM legislators.

This time around National Assembly Speaker Justin Muturi notified members of the intended special sitting that will see the House attempt to pass the Bill that has split the House down the middle. “The sitting will be held at 10.00 am and at 2.30 pm. It is further notified that if the need arises the House may hold evening sitting to conclude any business scheduled for consideration,” he said on Thursday.

Mr Maina Kamanda a nominated MP and close confidant to President Uhuru accused Cheboi of playing mischief disrupting MPs long Christmas break only to dismiss them after only one day of business. “Then why did he call us? fumed Kamanda. National Assembly majority leader Amos Kimunya has also told off the deputy speaker for “wasting precious time” on frivolous motions.

COTU boss Francis Atwoli has also faulted Cheboi saying as an interested party in the 2022 poll he could not pretend to be a neutral “referee” saying he should have stepped aside. “He cannot play for one team and at the same time have a whistle of a referee.

Mr Atwoli claimed Cheboi was holding a brief for DP Ruto and had only delayed the “inevitable” saying sudden claims about public participation were designed to hoodwink the public when the deputy speaker has become a “rogue mercenary”!
