A bribery scandal is unfolding at the Kenya National Highway Authority (KeNHA) over the recruitment of a new Director-General. At the center of the Scandal is KeNHA board Chairman Eng. Wangai Ndirangu, outgoing DG Eng. Peter Mundinia and Eng. Kung’u Ndung’u who the duo are pushing to take over as the new DG.

The team has roped in the services of a powerful and influential Office of the President Principal Administrative Secretary (PAS). The Mathioya-born man is feared for his ruthless efficiency in bulldozing and having his way concerning state appointments, his influence dates back to President Mwai Kibaki’s days, he is known as Mr Fix-it by his OP peers.

Eng Ndung’u is currently the Director in charge of Road Asset and Corridor Management. Sources within KeNHA have disclosed to The Weekly Vision that the names of shortlisted candidates were expected to be out by close of business yesterday and, by law, must be published in at least two (2) newspapers with a national circulation.

Eng Ndung’u is facing stiff competition from acting DG Eng David Muchilwa and long-serving Eng. Samuel Omer (Director, Highway Planning & Design). Muchilwa is banking on the support of ODM leader Raila Odinga but is also known to be a close personal friend to ANC leader Musalia Mudavadi

Last week, Eng. Wangai Ndirangu and Eng. Kung’u Ndung’u organized two covert retreats for friendly road contractors in Nairobi and Mombasa whereby, it’s alleged a hefty amount of money was collected from the contractors to go to some unknown course, bearing in mind that a succession process is ongoing, you guess is as good as mine. It understood that contractors were promised unwarranted access to lucrative contracts under the leadership of the new DG. We also understand that the “Wangai-Mundinia team” has the full backing of Infrastructure CS James Macharia.

Eng Ndung’u is facing stiff competition from acting DG Eng David Muchilwa and long-serving Eng. Samuel Omer (Director, Highway Planning & Design). Muchilwa is banking on the support of ODM leader Raila Odinga but is also known to be a close personal friend to ANC leader Musalia Mudavadi. Muchilwa is using the two contacts to lay his case to the president who is currently in cordial political cooperation with both Raila and Musalia.

Never in the history of the country has an outgoing head of a government agency or department developed such overt interest in who succeeds him. However, our investigation has confirmed that a trail of blatant theft, open corruption and tribalism in the hiring of staff characterized the tenure of the outgoing holder of the office of DG at KeNHA. Souses say the outgoing DG is determined to ensure he’s properly covered by his successor; Eng. Ndung’u is the outgoing DG’s preferred natural successor.
