Legislator Geoffrey Odanga of Matayos constituency in Busia County is this time around facing serious trouble trying to defend the seat after veteran administrator, former Kisumu County Regional Commissioner Humphrey Nakitari threw his hat in the ring to dislodge him.  

Mr Nakitare was bypassed by the Orange Democratic Movement (ODM) when the party denied him the nomination certificate under highly questionable circumstances, he is determined to be on the ballot paper and win come August 9th, 2022. As time draws closer to the submission of names by political parties to the IEBC, the former Regional Commissioner will have secured a nomination certificate in readiness to give Mr Odanga a gruelling run for his money.

Mr Odanga has completely failed to deliver

After graduating from university, Mr Nakitari was employed by the government where he rose through the ranks from being the District Officer under the old constitutional dispensation to becoming Regional Commissioner, Nyanza under the new constitutional, the equivalent of the former once Powerful Provincial Commissioners shy of the then Permanent Secretaries.

As a Senior District Officer, he served in many areas across the country earning promotions that saw him serve in Kisumu the former Nyanza Province’s headquarters.

He hails from the Mundika area on the Busia – Kisumu highway a few kilometres from the Busia County headquarters in Busia town on the Kenya – Uganda border. Mr Nakitare resigned from the government to make his first stab at elective politics in 2013 as Busia County Governor against the then former Teso South legislator Sospeter Ojaamong. However, his aspirations were curtailed after he was prevailed upon by powerful political leaders from the county led by Senator Amos Wako and former cabinet minister Paul Otuoma among others not to contest in favour of Mr Ojaamong.

The two dominant communities in the county, the Tesos and Luhyias had entered into a political pact that saw the Tesos get the Governor’s post, Luhyias for Senator, WR and the Speaker on a rotational basis. However, after just one term in office, Mr Ojaamong who had enjoyed the support from Amos Wako to win Governorship was plagued by rampant corruption that led to a total fallout with Mr Wako who had prevailed on Mr Nakitari to step down.

In 2013, Mr Nakitari was a victim of an arrangement between two dominant communities in the county, the Tesos and Luhyias had entered into a political pact that saw the Tesos get the Governor’s post, Luhyias for Senator, WR and the Speaker on a rotational basis

The move by Senator Wako’s team forced Mr Nakitari to stay in political limbo for a whole decade. He was however been busy consolidating his political influence among voters in the Matayos constituency, this time around he believes he is more than ready to do battle against Mr Odanga and emerge the winner. He feels he has the support from across the constituency, indeed in the Mundika area where he hails, Mr Nakitari boasts considerably large numbers of registered voters from Bugeng’i, Budokomi, Mujuru, Busibwabo and across to Matayos town that could easily catapult him to parliament in August.

Emerging facts are that Mr Odanga has completely failed to deliver, especially infrastructure, the highly questionable management of the constituency’s multi-billion shillings CDF kitty, the corruption-riddled tendering and contracting, poor services and rampant insecurity. The worst aspect for Mr Odanga is that Mr Nakitari is reportedly focused on correcting the dismal performance by Odanga in virtually all sectors within the constituency. Even in education where poor results have been registered in national examinations like KCPE and KCSE despite Odanga having been a teacher himself before jumping into politics.

The once-promising schools like St. Mary’s Mundika High School, the oldest in the constituency have performed dismally, Mr Odanga has completely failed to turn around the schools’ performance in national examinations while its peers in the neighbouring constituency, Nambale High School is excelling in each passing year. Then there is St. Mathias in Busia town, Lwanya Girls High School, Murende Secondary School, Nang’oma Secondary School and many others.

Mr Odanga’s failures have been also been recorded elsewhere, he failed to construct offices for assistant chiefs and chiefs using the CDF kitty. The kitty is controlled, managed and manipulated by un-qualified relatives and friends who have been making financial killings over the last ten years under the legislator’s supervision.

The bottom line is that with his vast experience in managing public institutions and addressing compelling issues affecting members of the public, Mr Humphrey Nakitari is the best option to take over the leadership of the Matayos constituency.
