Florence Mutua Ignored Raila’s Advice NOT To Vie As Governor In Busia

Reports indicate that ODM Secretary General Edwin Sifuna advised Mutua to contest as governor, in defiance of party leader Raila Odinga’s advice

Busia County Women Rep Florence Mutua has reportedly defied ODM Party Leader Raila Odinga’s directive not to vie for the county’s governorship and instead defend her seat during this year’s general elections

A defiant Florence Mutua instead went ahead and registered as one of the candidates set to contest for the county’s governorship in the upcoming ODM party primary, with the hope of winning the party certificate and becoming the flag bearer.

Florence Mutua’s about-turn complicates that possibility, this will now force the party to go for party primaries to determine the winner unless party leader Raila Odinga intervenes. Mr Odinga is expected to take the Azimio rally to Busia by the end of this month

Last week, reports emerged from the ODM party headquarters in Nairobi which indicated that she had agreed with the party leader not to contest as governor, that she was ready to defend her position as the Women Rep in a county where she is technically a ‘foreigner’. The Directive by ODM party leader, re-enforced by legislator Junet Mohammed would have left former Funyula legislator Dr Paul Otuoma as the party’s sole flag bearer in this year’s general elections.

However, Florence Mutua’s about-turn complicates that possibility, this will now force the party to go for party primaries to determine the winner unless party leader Raila Odinga intervenes. Mr Odinga is expected to take the Azimio rally to Busia by the end of this month.

Emerging reports indicate that the ODM Secretary General Edwin Sifuna is the one who instructed Mutua to go ahead and register as a contestant for the gubernatorial seat. That even if she trailed in the fifth position in the primaries, the party headquarters would ensure that she is declared the winner and flag-bearer. Opinion leaders, elected leaders, professional personalities, religious leaders and a huge swathe of voters in the county have warned against Mutua’s candidature. There is no way ODM or any other political party can force a leader we have rejected on our people.

Despite being a stranger and a foreigner in Busia County, voters have honoured her by voting her into the office for two successive terms, yet the burning questions on the ground are on how she has, for the last ten years used Funds meant for Women Development and Empowerment allocated by the national government. 

Other aspirants who had declared interest to go for that seat through the ODM ticket but have since withdrawn and decamped to other political parties are the current DG Moses Mulomi and former County Chief Officer, Dan Mogoria, both decamped to DAP-K. It is said that Moses Mulomi is likely to deputise Dan Mogoria in the coming elections

Dr Otwoma made history not only in Busia County but also at the national level as a political newcomer who ousted former Vice President Moody Awori as MP. Awori had held the Funyula constituency in a relentless stranglehold for nearly 30 years, Dr Otwoma consigned him to political oblivion.

Other aspirants who had declared interest to go for that seat through the ODM ticket but have since withdrawn and decamped to other political parties are the current DG Moses Mulomi and former County Chief Officer, Dan Mogoria, both decamped to DAP-K. It is said that Moses Mulomi is likely to deputise Dan Mogoria in the coming elections.  

According to ODM insider sources who declined to be named because of the sensitivity of the matter said: “After considering all facts and the political dynamics in the county and the personalities involved, it was agreed that Mutua defends her Women Rep seat to decongest the primaries as well as cut down on unnecessary expenses to smoothen the process.”

A source in the party, Florence Mutua had yielded to the directive not to vie, the decision was even made public, but the party headquarters was shocked when she turned up and paid up to register as a contestant of the party primaries.

“This is in total defiance of a matter that the party leader had directed that she defends her current seat and leave Dr Otuoma to contest for the gubernatorial seat,” said the source.

He continued: “What this development portends is the mass rebellion against her candidature, in case she ends up as the ODM party flag-bearer, voters are likely to go for an opponent irrespective of the party.”

Mutua has failed to account for the public funds meant for Women Development and Empowerment in the County, “She is a person whose political career and fortunes have blossomed courtesy of ODM party, but when she starts defying the party leader, what message is she sending? Arrogance and impunity?” said Busia County Mandeleo ya Wanawake leader.
