City residents could be seating on a ticking time bomb as a building that houses some of the counties’ most important offices and basement parking is flooded marooning vehicles.

The Weekly Vision Online has established that the City Hall Annex was allegedly condemned by NEMA several years back, their argument being that the structures are directly located on swampy ground.

But through a battery of lawyers, Nairobi City County managed to keep the matter pending in court filing one appeal after another, as the structures continue to pose a major risk to public safety.

Staff who drive and park cars in the basement told The Weekly Vision Online that they have been battling floods for several years and sometimes their vehicles are completely marooned.

Ironically the Annex is home to the City Planner, City Architect, and City Engineer, plus the health and inspectorate units who work is to oversee the construction of buildings in the city. Disgusted staff on the 11th 12th and 13th floors of the Annex building urged the Nairobi Metropolitan Services (NMS) to address the perennial flooding in the basement that with time would compromise the structural stability of the building.

Many have faulted the city planners, engineers, and architects for the shoddy buildings in Nairobi that have been collapsing while under construction, accusing the technocrats of being ‘silenced” with hefty bribes.

An official at NEMA who did not want to be named said they had long condemned the building which also seats on drainage and sewer lines that have impacted negatively on operations in many nearby buildings.

The situation is worse during heavy rains as the “perennial floods” completely maroon the basement and water has to be drained by the fire brigade department.
